ПУБЛІЧНІ ЗАКУПІВЛІ УКРАЇНИ В УМОВАХ ЄВРОІНТЕГРАЦІЇ ЯК ІНСТРУМЕНТ ЕКОНОМІЧНОЇ ІНТЕГРАЦІЇ ДО ВНУТРІШНЬОГО РИНКУ ЄС

У статті досліджено публічні закупівлі як інструмент інтеграції до внутрішнього ринку ЄС в умовах євроінтеграції. Обґрунтовано, що закупівельна система є не лише механізмом забезпечення потреб державного сектору, а й каналом формування ринкової сумісності, розвитку конкуренції та адаптації інституційного середовища до європейських правил. Проаналізовано зв’язок реформування закупівель із наближенням до acquis ЄС, цифровізацією Prozorro, розширенням конкурентних процедур і доступом бізнесу до державного попиту. Визначено економічні канали впливу закупівель на інтеграційні процеси: інституційний, конкурентний, фінансовий, цифровий та міжнародний. Показано, що електронні інструменти та участь українських суб’єктів у європейських закупівельних процедурах створюють передумови для поглиблення інтеграції. Визначено напрями вдосконалення системи з урахуванням європейських стандартів.
