Abstract

The article analyzes current trends in the development of intercultural competence among officers within the framework of professional military education in NATO member states, using the case of the NATO School Oberammergau (NSO). The focus of the study is the role of intercultural competence as a key factor in ensuring operational interoperability, the strategic success of multinational missions, and the strengthening of the Alliance’s cognitive capacity in response to hybrid challenges of the modern security environment. The article reveals the theoretical foundations of intercultural competence in military education, such as the theory of cultural dimensions, the concept of Cultural Intelligence (CQ), speech act theory, the information ecology approach, and the narrative approach within STRATCOM. A comprehensive analysis is provided of NSO’s educational programs such as the CMI/CIMIC Orientation Course, NATO Protocol Course, NATO European Security Cooperation Course, and NATO STRATCOM Foundation Course, with emphasis on the integration of theoretical models and methodological approaches aimed at fostering practical skills for intercultural interaction. Special attention is given to simulation techniques, case analyses, syndicate work, and training sessions that enable participants to immerse themselves in the realities of intercultural engagement and strategic communication. It is concluded that the content and structure of these courses align with the requirements of modern military pedagogy, which emphasizes leadership development, adaptability, and cultural sensitivity. The study substantiates that NSO’s programs play a systemic role in forming a unified professional culture of mutual understanding, which ensures a high level of coordination within NATO’s multinational structures. Additionally, Germany’s experience in developing intercultural competence through the activities of the Central Coordination Office for Intercultural Competence is presented as an example of strengthening inter-institutional synergy in military education. Thus, the research demonstrates that fostering intercultural competence in professional military education is not only a pedagogical imperative but also a strategic necessity amid the transformation of the global security landscape.
