ADAPTATION OF THE ENTERPRISE OPERATIONAL MANAGEMENT SYSTEM TO CONDITIONS OF ECONOMIC INSTABILITY AND MARTIAL LAW

Abstract

Operating under conditions of severe macroeconomic volatility and ongoing martial law necessitates a fundamental structural transformation of traditional enterprise management models. Prolonged operational risks, systematic physical infrastructure damage, critical supply chain bottlenecks, unpredictable energy market shifts, and acute labor shortages restrict the application of classical reactive management techniques. Under such extreme external pressures, ensuring long-term business survival and maintaining market competitiveness depend directly on establishing proactive, highly adaptive operational frameworks capable of preserving organizational stability and operational continuity. The main objective of this study is to substantiate the theoretical, methodological, and practical foundations for adapting an enterprise operational management system under military conflict by integrating resource self-sufficiency, targeted asset modernization, and comprehensive workflow digitalization. Strategic management diagnostics leverage indicator decomposition through the three-factor DuPont model, Economic Value Added (EVA) evaluation. Technical-economic estimation, scenario forecasting, and net cash flow modeling are applied to evaluate the viability of capital investment decisions. The paper systematizes macro-environmental, micro-environmental, and military-security risk factors that impact real estate leasing and freight transport operations. To counter severe physical asset wear, utility cost inflation, and recurring power grid disruptions, a three-pillar adaptation strategy is developed. This strategy encompasses deploying hybrid solar power installations equipped with industrial energy storage systems, assimilating unallocated capital investments toward facility and vehicle fleet renewal, and implementing automated warehouse and transport management software. The proposed solutions transition the operational architecture from high vulnerability toward long-term resilience and sustained equity productivity.
