Abstract

Purpose is to analyze the experience of international organizations in applying cultural and behavioral approaches to the development of public health policies and to identify opportunities for adapting these approaches within national health systems, particularly in Ukraine. Materials and Methods. The study was based on an analysis of policy documents, strategic frameworks, reports, and international projects developed by the United Nations (UN), the World Health Organization (WHO), the European Union (EU). Bibliographic, retrospective, comparative, and descriptive methods were applied to examine the evolution of cultural and behavioral approaches in public health governance and health promotion. Results. The findings demonstrate a growing recognition of culture and behavioral sciences as strategic resources for addressing complex public health challenges and achieving the Sustainable Development Goals (SDGs). The UN has integrated behavioral science and culture into its modernization agenda through the “UN 2.0” initiative and the “Quintet of Change,” which emphasizes data literacy, technological innovation, creativity, foresight, and behavioral insights. Behavioral science is increasingly viewed as an evidence-based instrument for improving policy implementation, promoting vaccination, enhancing medication adherence, and strengthening public engagement in health programs. Within the WHO European Region, behavioral and cultural insights have become a key priority of health policy. The establishment of dedicated expert groups, technical advisory structures, and national focal points has facilitated the integration of behavioral and cultural analyses into health strategies and decision-making processes. WHO recognizes that a substantial proportion of the burden of disease is linked to behavioral determinants and that cultural contexts significantly influence health-related choices, access to services, and health outcomes. Recent WHO initiatives have highlighted the importance of addressing structural inequalities embedded in social and cultural systems and have promoted behavioral approaches to tackle major health threats, including antimicrobial resistance. The European Union increasingly regards culture as a determinant of health and well-being. Current EU cultural policies encourage the integration of arts, culture, and creative activities into health promotion and disease prevention strategies. The recently introduced Cultural Compass for Europe places culture at the center of future European policymaking and explicitly recognizes its contribution to health and well-being. Across international organizations, culture is increasingly understood not merely as a social phenomenon but as a practical policy instrument capable of influencing individual and collective behavior. Behavioral and cultural approaches are particularly relevant in areas requiring sustained behavioral change, such as infection prevention and control, antimicrobial stewardship, healthy lifestyles, and community resilience. Conclusions. Culture represents a valuable and underutilized resource for improving public health and supporting sustainable development. International organizations increasingly recognize behavioral and cultural approaches as essential components of effective health governance. The integration of cultural and behavioral insights into public health policies contributes to more responsive, people-centered, and sustainable interventions. Existing international experiences demonstrate significant potential for reducing health risks and strengthening population health through culturally informed strategies. Further interdisciplinary research involving public health specialists, sociologists, psychologists, cultural experts is warranted to support the development and implementation of similar approaches in Ukraine.
