CHARACTERISTICS OF THE INNOVATIVE SYSTEM OF MEDICAL-SOCIAL CARE FOR CHILDREN UP TO 5 YEARS IN UKRAINE

Abstract

Purpose. To present the characteristics of innovative system of medical-social care for children up to 5 years in Ukraine and its main structural elements, the system is justified and developed to preserve the health of children and help reduce mortality of children up to 5 years.
Materials and methods. The object of the research was the system of medical and social assistance to children up to 5 years in Ukraine. During the research, the following methods were used: systems approach, systems analysis, organizational design method, conceptual and descriptive modeling.
Results. The developed innovative system of medical-social care for children up to 5 years in Ukraine is presented, which has 5 levels (governmental, branch, intersectoral, local/community, family), a number of innovative structural and organizational elements. The central element of the system is a child under 5 years of age and his family, which determines the patient-oriented and patient-centered system, the strategic direction of the system is to preserve the health and lives of children at the present stage of society and health care reform, tactical – introduction of innovative multilevel structural and organizational technologies within the field of health care with the provision of intersectoral integration approaches with public and non-governmental sectors (structures, institutions).
Conclusions. The innovative system of medical-social care for children up to 5 years in Ukraine was developed on the basis of the data obtained on the established causes of differences in mortality and morbidity rates in children, potential risks inherent in the structural and functional organization of medical care for the child population in the country, international recommendation documents, and includes 5 levels, and also includes a number of partially implemented innovative structural and organizational elements. The implementation of the system at the national, regional and local levels will contribute to the preservation of the health and life of children at the present stage of the development of society and the reform of health care, which will increase the medical, social and economic efficiency of the existing health care system as a whole.
