INFORMATION AND COMMUNICATION TECHNOLOGIES IN HEALTHCARE: EUROPEAN EXPERIENCE, OPPORTUNITIES FOR UKRAINE

The spread of digital services in Ukraine requires the use of a systematic approach and the study of the best world practices to ensure the proportionality and interconnection in the implementation between individual components of electronic health.
Aim. Based on the study of the World Health Organization Global Observatory for eHealth’s report on the areas of implementation of the electronic health system, determine the most promising areas of implementation for Ukraine.
Materials and methods. The WHO Global Observatory for eHealth’s report has been studied, which gives a general characteristic of healthcare practices that involve the use of digital resources and the degree of their implementation. The level of implementation of various electronic health services in Ukraine, Poland, Lithuania, Moldova, and Sweden has been compared.
Results. The analysis of the readiness of countries to implement electronic health services in such areas as 1) national policy and electronic health financing; 2) electronic health legislation; 3) telemedicine; 4) electronic medical journal; 5) digital learning technologies in medicine; 6) mobile health; 7) social networks 8) "Big data".
Conclusions. Spheres of priority attention in Ukraine are the creation of a legislative framework, the formation of adequate approaches to financing, and the establishment of systematic training in the field of electronic health at the level of master programs and continuous professional development.
