CHARACTERISTICS OF CHILD’S MORTALITY PREVENTION SYSTEM

Abstract

Purpose. To submit a developed and substantiated of child’s mortality prevention system in Ukraine.
Materials and methods. During the research, bibliosemantic and analytical methods were used, as well as methods of content analysis, comparative analysis, structural logical analysis, descriptive modeling and a systematic approach. Objects of research were the organization of medical care for children, perinatal care at all levels of its provision, the WHO, UN, Council of Europe recommendation bases in the field of health regarding the death’s causes of children and their prevention, mortality of children under 5 years of age, medical and social determinants of child mortality for study period 2014-2018. The study was conducted as part of the research work «Scientific justification and development of a system of measures to optimize the effectiveness of medical care for mothers and newborns in the context of regionalization of perinatal care», State Establishment «Ukrainian institute of strategic researches of Ministry of Public Health of Ukraine», state registration number 0117U002419, deadlines 2017-2019.
Results of the research. A system is proposed for child’s mortality prevention, the development and justification of which was carried out on the results of our own research in accordance with a number of tasks. Presented: an organizational model of child’s mortality prevention system, which involves the adoption at the state level of a national multisectoral program to prevent child mortality; a model of child’s mortality prevention system, the development of which uses the method of a systematic approach, including structure, process, results, as well as three areas of its implementation: state, regional multisectoral (health system and other sectors), family level; functional and organizational system for child’s mortality prevention, which includes existing components, advanced elements and new components of the system. The child’s mortality prevention system has been praised by experts.
Conclusions. An organizational model of a system for preventing child mortality, model a of child’s mortality prevention system, and a functional and organizational system for preventing child mortality in Ukraine with proven effectiveness in accordance with the recommendations of the WHO, UN and the Council of Europe in the field of healthcare for the prevention of child mortality were developed and justified on the basis of study of the state of organization of medical care for the children of Ukraine, based on a study of the state of analysis of perinatal care, based on established medical and social determinants of child mortality, based on the analysis of medical and demographic indicators of mortality in children under 5 years of age. The developed system includes the implementation of the National Plan of Action of the WHO global initiative «Every Woman, Every Child», the system is aimed at reducing preventive cases of child mortality in the country.
