PERSPECTIVES OF IMPLEMENTING MODERN INFORMATION AND COMMUNICATION SYSTEMS AT THE PRIMARY MEDICAL HEALTH CARE LEVEL

The aim is to analyze the existing systems and develop new information and communication software tools that will enable to quickly identify, analyze and monitor human psycho-emotional and physical health conditions.
Materials and methods. The study applied the systematic approach, the meta-analysis, the information analytical systems` scheme design of the technical specifications and expositive modelling systems. A concept of module-based, automated, multifunctional information, and communication system with a service platform has been developed. The service platform is intended for monitoring and controlling basic physiologic metrics that determine human health conditions with an obligatory involvement of patients in the prevention and treatment process.
Results and discussions. The quality components of health care have been reviewed and strategies for improvement identified. Additionally, key issues of involving a patient in the process of long-term observation and control of basic body indicators have been analyzed. These issues deserve more consideration and study in order to improve the availability and quality of health care. The study substantiated the relevance of implementating information and communication technologies at the level of the primery health care institution for improving the medical services quality.
Conclusions. The issue of heals care quality assurance provided to the population is one of the regional health departments priorities. Electronic health care tools are considered as a means for providing the modern heals care level to a patient. A remote two-way medical information exchange between patients and doctors provides an important opportunity for communication, increased responsibility and participation of patients in their own health monitoring.
