Peculiarities of communication between participants in the provision of rehabilitation assistance at the level of the territorial community using modern information technologies

In the minds of reformers of the health care system of Ukraine, the effective organization of providing rehabilitation assistance at the level of territorial masses is of special importance. In the minds of decentralization, communication mutual modification has become a more effective coordination of actions, as well as an important tool for ensuring accessibility, continuity and individualization of rehabilitation services. Ensuring effective interaction between all participants in this process is a key challenge for communities.Communication with patients – as active participants in the process – requires special attention. Personalizing the interaction is a key factor in achieving positive clinical outcomes.The dynamic development of digital technologies, telemedicine and electronic document management creates new opportunities for effective interaction between participants in the process. The formation of a digital healthcare system in Ukraine is an important stage in the modernization of medical services in the context of decentralization and development of territorial communities. As a result, effective integration of digital tools into the strategic communication process allows communities to quickly respond to residents' requests, report on resource use, and coordinate actions between medical, social, and administrative levels. Thus, this confirms the importance of building a well-thought-out digital communication system at the local level as a foundation for effective management of rehabilitation care.The use of these tools increases the efficiency of communication, the speed of response to patient needs, and the quality of clinical pathway management, which is especially important in a decentralized medical space. Implementing a unified approach to patient data management and ensuring its accessibility to all members of the multidisciplinary team is a prerequisite for improving the quality and safety of medical care. Further development of e-Health not only allows optimizing the processes of information exchange between participants in the medical process, but also opens up new opportunities for implementing a personalized approach to treatment and rehabilitation, including the implementation of telemedicine at the level of territorial communities.The purpose of this study is an analysis of the features of communication between participants in the provision of rehabilitation assistance at the level of the territorial community, taking into account the possibilities of modern information technologies.Materials and methods. The work uses the regulatory and legal framework of Ukraine, analytical data on the implementation of projects in the field of rehabilitation (in particular, the project «Medical Leaders»), scientific publications, as well as methods of systematic, comparative, descriptive-analytical and content analysis.Results. The study reveals that effective communication between patients, multidisciplinary teams, social services, community administration and NGOs is a key factor in the quality and continuity of rehabilitation care. Information technologies, in particular electronic medical records, e-Health systems, CRM platforms, telemedicine and electronic document management, significantly increase the efficiency of interaction. Particular attention is paid to the Resolution of the Cabinet of Ministers of Ukraine № 1268 as a mechanism for documenting rehabilitation activities in a digital environment.Conclusions. Digitalization of the communication system contributes to improved coordination of actions, reduced risks of errors, ensuring feedback and transparency of the process. The results obtained can be used to improve rehabilitation care at the local level.
